Why it is structurally different.

Start with the process, not a blank model
Applied SAFe® already contains a complete, ready-to-use implementation of SAFe® — expert-authored process elements, practices, tailoring options and an integrated tailoring mechanism. The content is the hard part, and it already exists.
Model the operating system, not pages of text
Roles, activities, work products, practices and relationships are explicit process elements with explicit relations, not headings in a document. That is what makes the model queryable, resolvable and machine-consumable.
Adapt without losing the baseline
Customization, tailoring, instantiation and inheritance are properties of the model. Contexts derive their process instead of copying it, so the organizational baseline stays intact and stays updatable.
